If your audience works in a city, the chances are pretty high that they take the train into work (that is, if they're not driving or taking the bus). These boards are typically on the concourses of major train stations in most cities, as well as being on-platform for those stations that consist of an underground component.
Some of these are pretty noticeable, especially in major train stations in the US (NY/DC/Denver/etc.), Australia (Melb./Syd./etc), Canada (Montreal), the UK (London/Manchester/Birmingham/etc). So if you're slightly more impact than a bus shelter while guaranteeing that you're getting heavy foot traffic - train stations (and subway stations) are a good bet.
